Enhance services to the community by investing in County facilities and infrastructure; including roads, buildings, communications, and flood protection.

Invest in electric power resiliency projects at County facilities, including Veteran’s Buildings, used for evacuation sites, warming/cooling centers, or as alternate work facilities for delivery of critical services.

Summary of objective implementation status (achievements or progress over last year; significant delays or issues, etc.)

From 2021-2023 progress included: The Board approved the County’s participation in PG&E’s Sustainable Solutions Turnkey program, enabling energy and water audits, an Energy Master Plan, and a microgrid evaluation for county facilities. Current projects include studying the consolidation of solar panels and potential battery additions at Los Guilicos for sustainable power, implementing a microgrid at the Santa Rosa Veteran’s Building to reduce reliance on diesel during emergencies, and an operational 780kW photovoltaic canopy at the airport, which saves 13,400 lbs of carbon monthly.

 

In 2024, Sonoma Public Infrastructure (SPI) completed a seismic retrofit and frontage improvements for the Petaluma Veterans Building, enhancing its safety and resilience. Additionally, SPI established emergency-grade Wi-Fi across veterans buildings to support connectivity during critical situations and installed a backup generator at the Cloverdale Veterans Building to ensure reliable power in emergencies.

Key milestone update (include relevant metrics, if applicable)

 

  • FY 24-25: CIP funding of $75,000 each has been allocated for installing Wi-Fi in the Petaluma and Sonoma Veterans buildings.
  • FY 24-25: the Board designated $380,000 in Capital Improvement Plan funding for a backup generator at the Cloverdale Veterans Building, with the project currently underway.

 

Coordination and partnership update

  • CAR 3-1 Design or Retrofit County facilities to be carbon neutral, zero waste and incorporate resilient construction: County Government Center to incorporate CAL Green for building standards with options for greater levels of performance to be presented to the Board. CAL Green is incorporated as a standard to current projects in design.
  • CAR 3-3 Invest in County-owned facilities, establishing carbon eliminating microgrid technology: Investment Grade Audits being developed for County Administration Center, Los Guilicos and Santa Rosa Veterans Building.
  • RI 1-1 Design new County Government Center to be carbon neutral: ongoing after the Board selected the existing County Campus for the location.

Community, equity and climate update

Community, Equity and Climate considerations are advancing with the Los Guilicos, Santa Rosa Veterans Building and Airport solar projects.

The County utilized $100K in Strategic Plan funding to complete a Zero Waste Audit, plan and initial implementation.

 

Climate Action funds in the amount of $970,000 have been approved by the Board towards the Santa Rosa Veterans building Microgrid. Implementation of the County Center microgrid is delayed pending Board direction on site and cost of the total project.
